GOVERNMENT HOUSE.

I have the honour to inform you that owing

to the constant growth of the City of Victoria and the scarci-

-ty of land, suitable for building purposes, in more central

positions, it has become necessary to provide for developments

by laying out the area surrounding Wongneichong Village. Im-

-provements in the sanitary condition of the area referred to,

which could only be accomplished by inaugurating such a laying

-out scheme and by filling in low-lying areas and training the

streams which traverse the valley had also become a necessity.

As may be seen from the enclosed plan,

practically the whole of the area in question has hitherto

been let under the form of tenure known as Farm Lot leases

(vide areas edged in yellow and in neutral tint). These

leases are all for periods of 75 years, the date of commence-

-ment ranging from 1884 to 1875.

In accordance with the policy adopted by

this Government in the past, under similar circumstances,

arrangements were made in 1914 with the lessee of Farm Lot
